About Us

Resort Pools and Spas® is owned and operated by Stephen Topmiller in Phoenix, Arizona. His daughter, Katie Libby, manages the day-to-day operations.

Stephen brings 30 years experience in building and designing pools and spas. He is recognized as an expert in the industry and credited with establishing many standards still in use today. Stephen’s groundbreaking designs and construction techniques have made pools and spas easier to use and maintain. For example:

• Stephen created the bi-level bench now used by many pool designers/builders. Resort Pools and Spas features this bench in many of its pools to provide easy ingress/egress.
  
• Stephen designed the first double negative edge/wet edge pool. This feature is now being offered by many high end builders whose buyers are looking for something unique.
  
• He modified pool/spa designs for easier cleaning. Example: Resort builds all negative edge/reverse negative edge catch basins with independent circulation and cleaning systems to eliminate the features as dirt and debris catch alls.
• He worked with the new homebuilding industry to streamline the approach to building swim ready pools and spas prior to close of escrow. Resort Pools and Spas is the builder of choice for many Phoenix area landscaping and remodeling companies as well as new homebuilders.
• Stephen applies “green” design and construction methods to help reduce air, surface, and subsurface pollution. These pools can also reduce the amount of harmful chemicals used to maintain water chemistry. Salt water and/or ozone pools are examples.
  
• Stephen helped introduce Phoenix to a patented in-ground acrylic spa system with the finest equipment, controls and installation features available anywhere in the country today.
